However, Howell Mayor William Gotto points out that the treatment is a one-time life-saver and not a true answer to the widespread problem of drug addiction.
"If we have to deploy Narcan it's a failure, it's not a success and I was offended that it was viewed as a success," he told the press.
In fact, the state Attorney General's office reported 713 heroin-related deaths in New Jersey in 2013, which represented a 160 percent increase from 2010. Gotto fears that Narcan will not help stem this tide of increasing drug abuse, but will only act as a temporary Band-Aid.
