Dr. M.K. (Khal) El-Yousef
Medical Director at Fairwinds Treatment Center
M.K. (Khal) El-Yousef, M.D., serves as the medical director at Fairwinds Treatment Center. A nationally recognized board-certified psychiatrist specializing in psychopharmacology and addictions, Dr. El-Yousef's initial years in psychiatry were highlighted by his academic achievements. His tenure at Vanderbilt University as assistant professor of psychiatry and instructor of pharmacology yielded 60 scientific publications.
Dr. El-Yousef is recognized as a true pioneer in the field of psychiatry and addictions medicine. In 1984, he founded Fairwinds Treatment Center after developing a treatment program that blended a medical psychiatric model with a traditional Twelve Step-Johnson model. The program has given Fairwinds a reputation as one of the nation’s foremost dual diagnosis treatment centers. As a true dually-licensed psychiatric and substance abuse center, Fairwinds remains unique in comparison to most nationally recognized addictions programs.

Dr. Heather M. Perry-Mills
Dr. Mills is a staff psychiatrist at Fairwinds Treatment Center. Dr. Mills is a Diplomat of the American Board of Psychiatry and Neurology. She is also a Board Certified Adolescent Psychiatrist. Before working with our patients at Fairwinds, Dr. Mills served as a child psychiatrist at Directions for Mental Health and Manatee Glens Hospital. She has treated children, adolescents, and adults in both inpatient and outpatient settings.
Dr. Mills received her medical doctorate from Wayne State University School of Medicine in Detroit, Michigan. She had an internship with a specialty in family practice through the University of South Florida. Dr. Mills also completed her residency in General Psychiatry with the University of South Florida. Her fellowship was also with the University of South Florida with a specialty in Child and Adolescent Psychiatry.
Dr. Gustavo J. Cuadra
Dr. Gustavo Cuadra is a licensed and board certified physician who has been with Fairwinds since 1997. Dr. Cuadra works with patients who are suffering from substance abuse and mental health issues. Dr. Cuadra is experienced in dual diagnosis, understanding that a patient usually isn’t dealing with only one issue. If a patient has an addiction problem, most likely there is a mental health problem that is apparent. Dr. Cuadra is able to work through both issues with each specific patient, and put each patient on their own treatment plan.
Dr. Cuadra received his Bachelor of Arts degree in Psychology from the University of Miami. Dr. Cuadra received his medical doctor degree from the University of South Florida College of Medicine. He was a resident physician at Loma Linda University Medical Center in Loma Linda, California which is an accredited university-based residency program. During his first two years of training he satisfied the primary care, neurology, inpatient, consultation and liaison requirements for psychiatric residency.
From 1999-2001, Dr. Cuadra was a resident physician at Harbor-UCLA Medical Center in Torrance, California. His training included emergency psychiatry, memory disorders, child psychiatry, and outpatient psychiatry with a focus on cognitive-behavioral techniques. In 2001, Dr. Cuadra was a staff physician with Florida Behavioral Medicine, and has had a private practice since 2003 in addition to his time spent at Fairwinds.
Dr. Cuadra has an USMLE: Part I,II and III license. He is also psychiatry specialty board certified, and is a member of the American Medical Society and the American Psychiatry Association. Dr. Cuadra was a ringside physician for the Lincoln Boxing Club and USA Boxing. He volunteered his time with pre and post-fight evaluation of amateur boxing as well as ringside medical supervision.
Dr. Cuadra has volunteered for numerous medial projects including travel to Mexico, Nicaragua, and Kenya. He also spent time teaching adult literacy in Colton, California.
Dr. Krishan K. Batra
Krishan K. Batra, M.D. received psychiatry training at Baylor College of Medicine in Houston Texas; and Child & Adolescent Psychiatry at Norton Children’s Hospital in Louisville, Kentucky. After board certification in general and pediatric psychiatry, he served as staff psychiatrist at Hillsborough Community Health Center in the late 1970’s.
Dr. Batra has been practicing addiction psychiatry since the first ever examination for boards in this country in the subspecialty in 1993: then he received simultaneous recertification in 2003 for suboxone therapy as well as for opiate dependence. He has been studying abuse patterns of prescription drugs and has been lecturing colleagues in the medicine and healthcare industry since 2002. In 2005, he was awarded “Distinguished Fellow,” status with American Psychiatric Association and in 2006; he was elevated to “Clinical Associate Professor” status at the University of South Florida.
While Dr. Batra is actively involved in the community and professional organizations, he has contributed and represented psychiatry in local and state NAMI meetings. Dr. Batra served as president of Greater Tampa Bay Psychiatric Society and has been an active executive committee member of the Florida Psychiatric Society. He also served as president of FAPI (Florida Association of Physicians of Indian Origin).
